Update: Review Confirms - Intralot Treated Unfairly in Australian Bid

This week, Gambling Licensing Review Panel issued a final decision following its independent review of the disputable lottery licence negotiations that took place back in 2008 in Australia. The review was conducted on the basis of Intralot's complaint about its treatment.

According to the panel's official conclusion, Intralot was treated unfairly in the bid for public lottery licenses in the Australian state of Victoria, as it was not notified about license amendments made in favor of the other competitor Tattersall related to providing exclusive sales areas.

In line with this finding, the panel opined that Intralot should have been informed about the then state government's readiness to negotiate on conditions regarding dedicated areas. Therefore, the Intralot complaint that during the negotiation process it was not given key information and was disadvantaged against its rival is in place.

The current government of Victoria agreed to consult with lottery licensees and agents after it had been presented with the Panel's finding. However, an official response cannot be expected prior to completion of the announced consultation.

Commenting on the entire case, a spokesman for Athens-based Intralot stated that the company "reserves its rights in terms of a legal remedy," but did not provide any further explanation.

Leo Watling, Intralot Australia CEO, said the findings had confirmed the company's opinion that it had suffered from prejudicial behaviour from the previous Victorian government and its agencies, concluding: “The findings are an important acknowledgement of the damage that has been caused by the previous government's flawed licensing process”.
